I think the grooves are to help prevent the ID of the bushing from "collapsing" if the bore on the crankshaft it goes into is undersize or has other problems. I grooved my own stock bushings this way...

I am of the view that on some Powerglide 283's the pilot bushing hole was not finish reamed. Only pre drilled. So the hole diameter is too small and causes the problem.
