I would guess that you have spyware that is popping up ads. The stuff is pretty advanced. They use databases of sites and serve up related ads.

I just about tossed a computer into the garbage once...

Pop-ups can come from a variety of places. There are many viruses that display pop-up ads. Your mail host could be doing it, etc.. It's not being served...
