Does it matter if I purchase the catted pipes or non catted. 2013 c6 automatic. With npp exhaust. ??

Both will fit the same.

i know they will ultiomatelly fit alike. but i am asking is will the car still pass emisions without the cats and how loud is it compared to the catted.

Catts are needed for emissions. It will be louder with out them also.

So are you saying I would fail the inspection
