Default Wavy bumper repair

I'm working on repainting my 90 and am currently playing with the front and rear bumpers. Both of them are quite "wavy" as in the material has sagged over time and does not look all that good.

Since I have to take the bumpers off for sanding and to do some minor crack/damage repair anyway, I was wondering if there was anything I could do to straighten them out. I'd rather not replace the bumpers due to cost.

Any ideas?
