Default Painting Rotors, need advice

I have a new set of stillen cross drilled cadmium plated rear rotors. I'd like to paint the center hats black. I purchased high temp caliper/rotor paint. The spray can suggests prepping the surface with 320 grit.

Since the rotors are new do I still need to sand before painting them?

Yes. Be careful not to sand beyond the hat, scratched cad looks bad. Tape carefully and mask well, then lay it on wet.
