Default Buying a VIN plate

Is it legal to buy a VIN plate? I have a '65 C10 and it's missing. I had the title transferred when I bought it. Got it registered. In Texas. No problem.

There is a process to go through with the Law Enforcement Identification Number Inspection (Form VTR-68-A) ....

But there are places online where you can just buy a VIN plate. Am I overcomplicating this?

Well.. isn't this a popular post? Topic closed. I sold the truck without a VIN plate. I'd just delete this thread. But... it's CF. Everything lives forever.
