Default Ranger Not Getting Enough Air To The Engine

i have a 92 ford ranger with the 4 cylinder enigine. which is currently in GA where i am stationed, i am currnetly deployed and also have a 96 vette so i gave the rangger to my father. he is taking it back to colorado with him for work.
my question is this last time the emissions got checked on the car the cap had to be taken off the vacum to pass so abviously the engine is not getting enough air and that was in GA so with it going to 7000 feet in elivation in colorado it has no power whatso ever which im im guessing it to be a serious lack of air getting to the engine.

it seems to be a computer problem or possibly a sensor problem im not sure. to be honest i dont know anything about this truck, i know a little about engines in general from messing around with verious cars i have had but i am kind of at a loss

Can any one help me out with this maybe give me some tips or tuning tips to get up and going again????

my father owns his own construction company and needs the truck for work so as long as its running like this he cant work.

any advise and help would be greatly appreciated

My advise would be to take it to the nearest lake, put it in neutral, get out and give it a good push...Problem solved !
