Mercedes 350 power steering

Got a question about the wifes car. It is a '04 Mercedes ML350 (SUV) with 70k miles. I'm getting a power steering whine most notible when the car is in park or neutral. Turning the wheel makes no difference in the noise. The noise is still there when driving but it is less noticable. It gets a little quieter when you put the car in drive from park. Do you guys agree I'm probably looking at a new power steering pump? There are no leaks in the system. Would flushing the system help?
