i just got at ticket today for tinted window and black out tail light and the cop told me that i can get the window sign off but the tinted tail light will go on my driving record, i live in North California

It is illegal to tint any of your driving lights. Depending on the section used will determine the fine and type of ticket. Cited for taillight not visible for 1000 feet, I believe is a signoff ticket and small fine. Cited for altered lighting equipment is a heavier ticket. This section refers to having other than DOT approved lighting equipment.....

Nope, both are fix-it tickets, However, they wanted to charge/fine me $128 for the tinted tail-lights. on the advice of the court clerk, I wrote a letter to the judge and got it reduced to $10.

The black out tail lights might be a legitimate claim since I believe there is some rule about 1. visible red reflectors in your tail lights and 2. not impeding tail light function. Trying to get you for the blackout headlights would just be retarded since they're projectors and not reflectors, and the paint is part of the bodywork and not so much the headlight. Sounds like either the cop thought you were driving erratically and needed a reason to pull you over or he was just being a dick.

More then likely, you were cited for CVC 24607(a) which states, " (a) Every vehicle shall be equipped with at least one reflector so
maintained as to be plainly visible at night from all distances
within 350 to 100 feet from the vehicle when directly in front of the
lawful upper headlamp beams"
Basically, it has to shine, even when turned off when hit by headlights of a vehicle approaching from behind you. It's a safety thing really. Imagine your car parked on the side of the road. A vehicle coming up from behind you needs the reflector so they dont run into your pride and joy.

Good thing you didn't get cited for no license plate as I see in your picture there isn't one because this just adds up $$$$$$$$.
All governments are short on funds as they keep saying and laying off employees so the police will be out there to collect the $$$$$. Traffic violations are an easy source of revenue because if you aren't careful they can get you for almost anything.

All I know is a buddy of mine got pulled over and locked up overnight when he had his tail lights blacked out. The whole ordeal is costing him THOUSANDS of dollars.. seriously a mess.
Although his BAC at the time was .23 .. but that may just be a coincidence
