I've got an odd question...is there any place that you can go and, if you wanted a specific personalized plate, you could contact the owner and offer bucks for it? Or a place where people list their personalized plates that they are willing to get rid of?
Owners of Personalized plates have to sign a release form and then DMV will register the plates in the new owners name.
