    Do not know if it makes a difference with UPS but it is possible to ship this to the Home Depot where I work. Sometimes a commercial addy is cheaper to ship to. Same zip. in fact four minutes from my house. 853 N. Dobson RD., Mesa, AZ 85201.
    If possible, please text some photos of the radiator setup. How many miles/time on it?

    Sounds like the polarity might be backwards on one of the plugs. See page 11. You'll have to plug at least one plug up to where it doesn't "clip". If they fire up you just need to install them that way and use tape or remove the prongs inside and switch them around in the plug. Sometimes they reverse them at the factory. Try the lows first. If that works the highs need the same thing done.

    If that checks out the relay might be bad. I've never seen that, but it could happen.

    No need to change the fuses. They both light up when the harness is bypassed so that tells me the kits are good. There is just something off at the harness area.

    Yes I still have the springs and yes they are dual springs and thye have about 5k miles on them, mostly freeway miles. I took the car on a road trip.
