    I'm not quite sure, whether you mean Norway or Finland by your question about "that whole region". I know absolutely nothing about Norwegian requirements. That's a whole different country ;-)

    I live in Finland and the '91 is the last year even possible to have the car without 'cats'. Some -if not most- '91 models are required to have cats in place, I happen to be one of the 'lucky ones'. Also we do have that ridiculous car tax, which makes a new C6 Vette to cost something like 120 000 euros...
