I was talking with my girlfriend about the issues you are having with your dog and she is a vet and has offered to review your pups records if you could scan and email them to me.

She spent the last 20 years in emergency & critical care and worked in specialty hospitals for those 20 years. She is one of the most exceptional vets (not just because she is my GF) I have ever met.

Unfortunately we are in CA but maybe she can give some insight and give you some questions to ask your vet to help speed up the diagnosis and treatment.
