I saw a few newspaper ads proclaiming $1000-$1500 in instant value certificates. What are these and who can use/receive them?

Gm October Instant Value Certificate Program

This Is A General Motors Instant Value Certificate Incentive
Program. This Incentive Is Incremental To Most Other Eligible Incentives. The Instant Value Certificate Is Only Good Towards The Purchase Or Lease Of Select Eligible New And Unused Models Listed In Guideline Number 4 Below.

Important Program Notes:
- Each Dealer Will Be Assigned A Specific Number Of Certificates.
- Additional Certificate Requests Will Not Be Honored.
- The Actual Certificates Will Be Available To The Dealership
Via The Web. The Dealer Must Print The Certificate From The Web.
- Dealers May Not Use Or Apply For Payment For A Number Of
Certificates That Exceeds The Quantity Assigned To Their Dealer Code. Dealers Will Be Charged Back For Any Payments In Excess Of Their Allocation. All Certificates Must Be Signed By The Customer And Retained In The Deal Jacket For Audit Purposes.
- Dealers May Choose To Offer Up To Three Certificates On Select Eligible Models Per Purchase/lease To Eligible Customers As Detailed In Guideline Number Four Below.
- On Gmac Smartlease/smartbuy Contracts, This Allowance Must Be Utilized To Reduce The Capitalized Cost Of The Gmac Smartlease Contract Or The Amount To Finance For The Gmac Smartbuy Contract. On Gmac Smartlease/smartbuy Contracts, This Allowance May Not Be Offered As Cash To The Customer.

October 1, 2004 Through November 1, 2004

4. Eligible Models/required Options/order Types And Allowances: Eligible Models: All New And Unused 2004/2005 Buick, Chevrolet, Oldsmobile And Pontiac-gmc Passenger Car And Light Duty Truck Models.

Allowance: $500 Per Certificate *

* Each Certificate Is Valued At $500. One (1) Or Two (2)
Certificates May Be Used Per Eligible 2005 Model Delivery.
One (1), Two (2) Or Three (3) May Be Used Per Eligible
2004 Model Delivery.

Note: Dealers May Not Use Or Apply For Payment For A
Number Of Certificates That Exceeds The Quantity
Assigned To Their Dealer Code.

I just bought my ZO6 and the dealer used 3 of these to help make the "trade-in" numbers better (I bought the Z71 from them in December).
