YES, the PAL does work in all 2007 Corvettes with Navigation.
I installed one in my 07 RF Z06 with Navigation and it works perfectly!
Give Bob a call toll free at 800-234-5284 to get yours on the way!

From the PAL owners manual:
Which models of iPod are compatible with
PAL?
PAL supports all iPod generations currently
available from Apple which feature the docking
connector.
If my iPod is plugged in, will it charge if I
am not using the PAL?
Yes, the iPod will charge whenever it is
plugged in and the vehicle is in the “ON”,
“ACCESSORY”, or “RAP” (Retained Accessory
Power) ignition positions. Apple has announced
that it is restricting the charging of its
new devices to USB only — and therefore iPod
or iPhone models produced after September
2008 will likely not be charged by the PAL.
