I changed my email from quartera@excite.com to richalbert55@yahoo.com and have not received a confirmation at new email address.

Shows you changed the email address on your account today. How long ago today was it? Email isn't always instant, and my findings is that Yahoo users have a longer delay receiving them than some others.
