My neighbor is looking for a chrome shop, preferably in the southern NJ area, and I was hoping that someone on this site might have a shop they could recommend.

I would suggest Jon at Frankfort Plating in Philadelphia. I don't know of any chrome shops in south Jersey anymore. Most platers have been chased out of the state by the EPA. Years ago, one of the best in the country, Bill's Metal Polishing, was located in Magnolia. Bill retired 30+ years ago and sold out to Frankfort Plating in Philadelphia. He consulted with them for many years after, passing on what he knew about plating and repairing pot metal, brass, stainless, stamped steel and other parts.
