Send him a question on ebay and see what he says. The car has 68K miles on it so it has been on the road. Tagged could be an obscure reference to not having been in a crash but I too am clueless as to the real meaning of the statement.

I believe he is referring to the Trim tag as you could not get Blue with saddle int and it is a COPO 68.There was a 72 on ebay not long ago and it also was a COPO cause it was also Blue with Saddle interior.
Appears as if there is a trim tag on it. Note the special order speakers in the door panels. Seems like a high VIN, 9018, to be the first 68 delivered?

The ad sounds kind of fishy to me. Especially where he assumes there is a tank sticker under the carpet in back. If he really thinks there is one there, then why doesn't he retrieve it?
The wording makes it seem like the 'non tagged' has somthing to do with the President of Chevrolet and the Fisher Body family. My first thought was no trim tag, too, but it's in the photo.
Maybe just an attempt to make a car with a bit of history seem more special? To prove it was the first 68 delivered in Detroit is one thing, but would that fact mean anything at this time?

I emailed him as well... asked what non-tagged meant, as well as why he would think a build sheet was under the carpet. And why he wouldn't just go get it. Shockingly... no response.
I'm guessing "non-tagged" just might mean never licensed. Or not hit.

Non-standard colour combinations are not 'COPO' cars. They could be ordered directly by any dealer. The combos were just recommendations.
Saddle interiors were not available at all 1968. First year for saddle was 1969.

He says first '68 delivered in Detroit in '68- big deal. Production started in August '67.
That is why it would be a COPO as saddle was not a interior color in 68.Also any variant from the normal color combos would have been considered a COPO as the dealer with pull could get it done.

I would be curious to see the trim tag. My bet is that the car has been restored with the incorrect colour/year interior. There's enough poorly done changes to this car, what's one more?
