I'm not real sure on this but I *think* Bright is as it says bright red...and Torch has more orange in the paint...my 90 is bright red its red red, torch came out later
Ask in the C4 section and see if those guys can help more.
Also, I believe Torch Red is an interior designation and Bright Red is exterior. At least that is how they are on my 90. When I ordered touch up paint and asked for Torch Red, they could not find it. Turned out to be Bright Red.

Torch Red was an interior and exterior color starting in 1993, before that I believe the interior was called flame red.
I have a 91 that is bright red. It doesn't seem to have any orange or blue to it. I read in an add for a mask that was sold as torch red, and they said that '96 was the only year corvette had a paint description of torch red. I've tried to see the difference in the two colors, and the torch red appears to have more yellow. A couple of years ago I owned a '34 ford 3 window that must have had a similar color to TR. It was a great looking color. Speedvanish
If you ever see a 91 parked next to any C5 Torches or 92-96 LT1 Torch Reds, the difference is obvious. In overcast conditions the Bright Red is not nearly as bright as the Torch Red. Bright Red is not very bright at all.
In full sunlight the two colors are closer in hue, with the Bright Red looking like a Torch in shade.

Here's a 91 Bright Red next to three Torches in full sunlight. The closest car is a 91 Bright Red.
I struggled with this a long time before deciding which one to paint my 78 with. Both are nice, but I went with the bright red...it was a coin toss. Agree with the above...Torch has more orange especially in bright sun.
