67 firebird vert?

Is a 67 firebird vert, factory big block 4 sp car worth $30-40K if restored to a #8/#9 condition ?
Does it matter much if the cylinder block was replaced due to a misplaced rod (woops) or is the value till the same?
Should I buy this project for 10K?
