Does anyone KNOW for sure if adding octane 104 additive to 91 octane gas improves performance?

First off, the name "104+ octane booster" itself is a marketing hype. There is no magic elixir on the market that is going to change 91 octane gas into 104 octane gas. At best you'll change 16 gallons of 91 octane gas into 93.5 octane gas. (See this article for more information.)

If your engine is designed to use 91 octane gas, there is no advantage in adding any octane "improver" unless the engine is knocking on straight 91 octane gas. The improver may stop the knocking and may help clean out the fuel system, but your best bet is to find out why the engine was knocking in the first place.

If you have a high compression engine that needs 100+ octane to run properly, I would find a pump source for 100+ octane gas or convert to E85. If none is available locally, then this article will help you understand your options on "brewing" your own blend of high octane gas.
