With the fords it seems that the factory "performance" tunes get the best power. Cobra tune does better than the stock tune for the similar engine V8's. However, for more mileage you are better of&f getting the hard core tuning package suitable for your year/engine model.
Here are the tricks I've learned for better mileage...arguments to follow
Hi-flow exhuast (Cat and muffler, but not neccesarily headers)
K&N air filter
larger tires (assuming you stay out of the gas, if not then it works against you)...go with a Michelin street tire one to two sizes larger.
good oil...mobil one or the other redline/expensive oil.
finally, keep maintenance up
