Interesting question. Are you considering a collection of really cheap die-casts?

AS for the best prices (and selection) IMO E-Bay is the standard and sets the prices. That's not to say you can't find the occasional hobby store going out of business, the odd garage sale, or finding someone on this forum who is liquidating their collection, but by and large E-Bay is your best bet - or, bid as the case may be.

To answer your question directly though, Greenlight, Maisto and a few others, like Revell are often the least expensive diecast models you'll find on the market. I wonder though, with Toy Liquidators/Kay-Bee Toys out of business these might be harder to find at those prices. Maisto are typically sold at Costco as Christmastime approaches (starting in mid-August, apparently) and you'll find some very nice models for a bit more than 10 bucks. There are usually 1:18-scale though and tend to take up a fair amount of space if you buy enough of them.

As a long-time collector though I have to interject my notion of "value". I also recommend if you're thinking of starting or supplementing a collection, consider a theme. Collecting, say, every Corvette model you can find can be pretty expensive. It's a popular subject, along with Ferrari and Porsche. If the them is Corvettes though, give some thought to collecting only those built to a certain scale. Currently 1:18-scale diecasts would seem to be the most favored among bargain seekers. Quite a mix of quality though, ranging from inexpensive Greenlight and Maisto models to spectacular museum-quality well-detailed replicas from the likes of Exoto, BBR and GMP. The smaller 1:24-scale gets you into some nice-quality models like Franklin and Danbury Mints. Expensive when new, but usually can be found on E-bay at more reasonable prices.

The 1:43-scale models offer some of the most interesting varities of models, many of them very high quality. Despite the approx 4" size though these can be some of the most expensive.

Hope that helps. Happy hunting.

I have found MTR Enterprises where I have bought most of my diecast from years ago don't know now if it has changed.
Toy junky is good for the hard to find expensive American Muscle cars.
If you want the lowest cost diecast that would be Maisto and when those are in Costco or Sam's club stores there like 9.99 to 11.00..Usually Costco will have Maisto and Sam's has American Legends or visa versa. Toys R us used to be good but they got out of the diecast car business as did another competitor of that store that went out of business that carried a lot of Burrago cars. Lots of places in internet such as American diecast muscle cars.com sometimes Exotic cars in Los Angeles is good sometimes but the price can get high. I would keep away from that Scale 18 website in Canada as he sells junk and sent me too many different defective cars that the wheels feel off or they weren't the correct wheels to begin with especailly with the Porsche UT models. The flea market up in Denios Roseville flea market had some great finds of older models and lots of different series of American MuscleDiecast but I haven't been there in a while.
There is another great diecast car internet company I recommend for those hard to find or valuable diecast cars that are now no longer in production and have gone up in value I believe it is called Milestone Motors Diecast cars. Do an internet search for updates
