I'll be doing some auto-x and track days this year. Tech inspections require 2005 or newer. I have a Simpson helmet that was made in 2004 (Snell 2000) and worn once, like new. Is it garbage?

You should also be able to use it for NCCC since it was made less than 10 years ago, assuming the sticker is there to prove it.

Yep.
And you can use it in SCCA PDX (HPDE) and Club Trials.
2012 Rules:
For Club Trials Events (Level 2):
All participants shall wear long sleeves and pants (100% cotton material recommended) and shoes which fully cover the foot at least to
the ankle while on course. Helmets which meet the following requirements must be worn while on course. All helmets meeting the latest
or two immediately preceding Snell Foundation standards (SA2010, SAH2010, SA2005, SA2000, M2010, M2005, M2000, K2010,
K2005, K98), SFI standards 31.1, 41.1, 31.1A, 31.2A, 41.1A, 41.2A or British spec BS6658-85 type A/FR are acceptable.

I think I have seen open face SA2005 for around $100. Could be worth picking up a new one for peace of mind.

My SA2000 liner just fell apart and some groups have forced the move to SA2005 for track days.
I recently bought this full face helmet from Apex Performance and was extremely pleased with the service. The product looks and fits as well as my former Gforce helmet. The only thing that bothers me is the shield is hard to open but this is my first full face helmet so that may be normal for the design.

I am certain that I have done HPDEs where they required SA2005 or newer so make sure you check the rules of the event carefully and have them printed out and with you. I have seen them turn people away for this and many of the tech guys do multiple clubs and may not always be familiar with the rules. Sometimes a particular track rules may conflict with the clubs rules.

I agree. There are several groups that require Snell 2005 and /or specifically an SA rating. You really need to check the requirements for each group you run with.
