How can this be approved for NASA HPDE even when the belts attach at a single bolt/point?

HPDE does not require a 5 or 6 point seat harness just the stock seat belts are fine. 5 or 6 points are required for the race classes. HPDE do require a roll bar. If you want you can use a single mount or just get a wrap around.

This bar will get you on the track.

I wear a 6 pt belt system with my stock seats and my custom roll bar. My roll bar looks very similar to yours, but I think I used 2" tubing, whereas yours looks a tad smaller.

This bar was made to be a quick install and not having to remove the fuel tanks, not affecting getting in and out of the car. Letting you take your convertible to the road track and have some fun. Getting away from those glue on hoops which do nothing for you. Is was designed to run HPDE events and not so much of drag racing.

What about the windscreen accessory? Can it still be attached with roll bar installed?
