Default Roll Steer/Bump Steer corrections for C4 lowered?

I think, along with maybe old tie rods in the rear, that I lowered the Vette too much, and I am now experienceing a possible problem called roll steer on my C4. With the ZO7 springs, HAL shocks on stiff, and good autocross alignemnet and 1/16 inch toe in on the rear it has a tail happy problem when under heavy breaking prior to a turn.
So, how do you explain Roll Steer? And can you fix it without spherical rod ends or raising the vehicle back up?

There was a topic about this awhile back in C4 tech. A forum member sent me a picture of shims to correct the bump steer.

He measured and corrected 1/2" with shims.

I rememeber reading this and it was like .665 inches, but I dont think he stated how many inches he lowered the Vette, or if he used a Bump Steer gauge to ensure it was correct.
