Either Hawk HP+ or the stock pads will bite when cold.

uhm. foot braking means being stationary and applying throttle right?

Thats static friction between the pad and the rotor, I'm not entirely sure if a different pad will be any better at providing static friction.

I could be wrong though.

Are the front wheels turning or are the tires sliding?

If you are running a line lock and the front wheels are turning agains the hot sticky rear tires, you may need more pressure at the front brakes.

Hawk HP+ here too, but

Maybe a proportioning valve cranked all the way front-biased is a relatively easy fix?

when you foot brake it, wouldn't all 4 brakes front & rear be applied?

So what would hold me if I want to tach it up to say 2500-2800 rpms?

i dont really get what you're saying with foot braking...

are you doing a standing burnout, or are you running an auto and preloading the torque convertor?

what were saying is that better brake pads will slow a spinning rotor quicker, however the static friction coefficient is likely the same/similar when compared to all pads.

i would think a higher stall tq converter would be the way to go. wouldnt it?

For a second I thought you were going to try turning that thing for a change.

Most race type pads work worse when cold, put a Trans brake in there and be done with it.

Wilwood H's here all the way around. They have more cold and hot bite than the stock compounds (they are close to the highest friction pads wilwood has), so should do what you need.
