The best (and cheapest) chrome cleaner is glass cleaner. The cheapest stuff you can find. To make it even better, add a little isopropyl alcohol.

For those really dirty chrome parts, a good chrome cleaner/polish will work well.

This is not accurate.

Chrome most definately does NOT need to breathe. Its non-porous.

Chrome also doesnt rust. The material that the chrome is bonded to might rust, but that would be caused by improper preparation prior to the plating....OR

What can also happen is that the extremely hard chrome exterior can be "nicked" by a rock or something and expose the area where the chrome is bonded, which CAN start to rust.

Waxing a chrome wheel is not good or bad. It is mostly a wasted step since it really wont adhere to the chrome exterior in the first place.

I will agree with you that general cleaning with glass cleaner (also vinegar, or general soap is all that is needed).

To get things that are stuck to the surface, then polish can be used to remove them, but polish itself doesnt enhance the chrome finish like it does with paint (or even glass).

So glass cleaner is our winner then? My exhaust tips always are spotty after a wash - im trying the glass cleaner, i bet that will work.
