I just bought a 99 FRC. The previous owner did not have the correct wiper blades, so a portion of the metal arm was exposed. It left some good scratches on the passenger side window.

Can these be buffed out? If so, how and what should I use?

Deep scratches cannot be removed safely. A glass polish such as Zaino's, DP's, Griot's, etc. will help to deep clean the glass and slightly reduce scratches.

I would go to a professional that specializes in glass repair. Zaino glass polish works awesome but as Zane said it will not remove any major scratches.
