Depending on how much "pait & clear coat" is on the surface you will probably have to wet sand the excess off. If it is only a very minor amount, I would first try some clay, then move up to an abrasive polish or cleaner.

It depends on the depth of the scratches. The PC will get a lot out if you use the right pad/polish combo. If they're deep, a rotary may be the best route. If you have no rotary experience, take it to a pro.

Try a mild/medium polish like Menzerna Intensive Polish with a Orange pad on the PC, then follow up with a swirl remover like Zaino ZPC with a white pad on the PC.
