Appraisals required to plate cars over 20 years old...
Went to get ownership transfered and get plates for the 70 and I was told you need appraisal. Apparentally this has been in effect for years but they have started to enforce it. I guess the gov'mt realised they are losing tax money on people buying cars for big money and saying they paid a lot less for it...

I find it somewhat ironic that enforcement/certain rules vary at different MTO offices.

Wow, that is news to me. I bought a 66 last December and got it plated without any hassle at all. They were mostly interested in the title and that the proper due diligence was done at the border.
Mind you, I ensure my cars through RBC Insurance and they wanted an appraisal for their files. So, I would need one anyway.

I brought a '70 BB into Canada this week and plated it with no appraisal. MTO views that as a Canada Customs job with imported cars. If your car is purchased locally, then you need the appraisal for anything over 20 years old...
