What customer is bringing a stock car and only getting a cam with no supporting mods?

Honestly, you can with these. The factory headers and intake (the normal supporting mods we would do for most platforms) are pretty good out of the box. There is definitely power to be gained doing more, plus a lot of customers will already have some modifications anyway if we're at the point of doing a camshaft too. This is something we discuss for every build to make sure we're setting everyone up for success

Just the cam and tune is not going to give a ton of power. Remember, the LT2 kind of has a 'baby' factory cam compared to the LT1 in that it has an exhaust that flows about as freely as the intake, the exhaust valve lift is increased by 1mm to match the intake's 14.0-mm lift, which improves exhaust valve flow rate from 122 to 125 grams/second. Duration is also increased, and the range of authority of the cam phasing is now 62 degrees (though the controller seldom orders more than 50 degrees).
I think heads/cam/tune packages will see bigger gains but I stand by my 50-60whp claim until proven otherwise.

Agreed. Nobody ever said anything about head work here. Katech seems to be the only builder that has gone 'on the record' with a claimed power figure for their $14,995 head/cam/tune pack at 565hp. Seems like a reasonable expectation that that number is a claimed crank number and, no, there are no dyno charts or videos or even a build thread from anyone who has gotten the work done to substantiate it. So Katech seems to be claiming 70-75 crank from heads and a cam. That would be upper 60s whp so I think it very reasonable to expect that the cam alone would be maybe 50whp on 93 octane. We simply are not going to see big horsepower numbers from cams with this engine. The gains will be there but the community needs to practice some expectation management.

To answer some of the questions here, we normally expect 50-60whp gains from the camshaft. There are some limitations to the cam selection with the DCT and we do not give customers back cars that drive poorly - that's the "Street" part of our name as these are street cars and should still be enjoyable to drive.
There are some benefits the package gives you as well like the upgraded fuel lobe for those considering boost as this will extend your high pressure fuel system's capabilities. It is a great time to discuss having the heads done - normally on a NA set up we are also having heads milled to get a bump in compression for some extra power as well. Since tuning is already being done, your ECM is now unlocked and ready for more down the road (big one time expense we're bundling into the package). As some have mentioned, flex fuel is an option and normally we see 20-30whp gains on the direct injected applications from E85 over 93. If considering boost, the engine is already out to discuss upgraded rods or pistons or a complete short or long block while taking advantage of our promotional pricing.
The cam packages we have already done have been on cars that are already boosted. Heck, we even cammed one of our twin turbo C8s before the ECM was unlocked! The early adopters for turbo systems were definitely the first to bite into this as it was kind of the next step in the progression but a cammed NA C8 should be an absolute blast and can be made ready to turn up more if boost is in the future!

I needed a cammed Stingray with full exhaust and headwork that can rev to 7100 and has revised 4th and 5th gears and the TCM tune to make it work. I'd write a check for $20K tomorrow if someone could do it.

Yeah, we need videos of this. Outside the car and also inside driver POV to see how it pulls. I also would love dyno charts with a stock baseline and then the cammed and tuned car to see where and how much power it gives up on the low end and how much it gains in the midrange. I could look at the graph and decide real quick if an undertaking like this is worth my $9,000 or not.

Here's a quick video of our CSP Twin Turbo kits (early design) with one of our custom camshafts. Most customers who have started camming their C8's already took the dive into other modifications like the turbo systems which is why we are seeing so many boosted and cammed applications. We are running this promotion, really, to get more of the NA builds through and show the C8 will be a great performer. The LT2 will perform just like a LT1 in terms of adding a camshaft and we have mastered having great driving camshafts that sacrifice minimal to no down low torque while carrying power great in the higher RPMs.
