Bump and Run
Was parked on a nice suburban "main street" and get in my car to find a note- :"I saw someone hit your car" and gave me the plate number. Small but noticable ding with impression on front fascia. Hmm- how to proceed. I have no verifiable witness just a ding and a note

Yup- but I may be able to locate the owner and mention that my car pdr records- I dont have to tell him that its only when its in gear

Sorry this happened to you/your car. I would contact the local police department and see if they are willing to help. You may get lucky and get an officer who owns a corvette or who has been the victim of a bump and run. It costs nothing to call and talk to them. As far as the bluffing on the PDR I'd leave that up to the officer. I hope it works out.

First, I'd report it to the local PD using your note as the reason. Never know, the PD just might track down the scofflaw if it is a slow day. We had a similar deal, a lady backed into our C6. And took off. A little different. The good Samaritan was waiting in the parking lot when my wife went to the car. Super nice guy to do that. So our witness was not anonymous. The local PD chased the lady down. And we had it fixed her insurance paying the freight. Second, I'd report it to my insurance company. If you can't find the other party. Comprehensive claim for damages should not affect your rate. And likely has zero deductible.

If the note gave the plate number of the car, contact your insurance and have them go after the other car. I had someone do that to my car in a major parking lot, plate number left in a note like yours, and my insurance company got the other company to pay. Tough if the other car doesn't have insurance though.

Make a police report. In most jurisdictions it is a misdemeanor to leave the scene of an accident with property damage only. Your insurance company can then recover your deductible.

I've noticed in some posts that it's not a given that vehicle owners in the US have insurance...here it's illegal to operate a vehicle without it.

Just let it go, life is too short, get back to loving your car. It's not worth the trouble. **** happens to cars in real life.

Just take it to a reputable shop, have it fixed, pay for it, and move on.
(in reality, it was probably the guy who did it who left the note. He likely did so to make those watching think he was leaving his name and number. He could make up any tag number)

You have people who strive to always do the right thing and then those who simply don't understand the concept.
My wife hit a guy's late model Camero a couple weeks while parking at a strip mall, first accident she had in over 40 years. She actually went into 4 stores before finally finding him to apologize and insure him we would take care of getting his car repaired.
She would have gone into every store in the strip mall if she had needed to.

Similar thing happened when my wife was inside a shop a few years ago...came back out & someone mentioned that another vehicle backed into hers, then took off. They had the license plate - here we basically go to a central accident reporting station, file a report and then contact our insurance company. With no fault insurance here, they paid for the repair, waived the deductible, and went after the other vehicle's insurer to recover it.

It’s illegal to drive without insurance in the States also but the police don’t really care anymore. You see temporary paper plates all around here that are up to three years old. Yes I saw a plate from 2021 not long ago. The police are too afraid to pull anybody over these days and when they do all they can do is give them a ticket. You hear people being interviewed on the news comment that the police are picking on the poorer people by writing them tickets and they will never be able to pay the tickets and the insurance and the taxes. My comment is then why did you buy such an expensive car if you can’t afford it? If the police started pulling them over, towing the cars and impounding them then this behavior would come to a head. PD at least here can’t legally stop a car for equipment or expirations of tags or inspection unless the car was pulled over for another violation first. So cars can ride around on expired tags and no insurance here and PD can’t do a thing about it.
