All DCTs are not the same. The fluid designed for one may be completely wrong for a different type. Before switching to something other than what GM recommends, I'd suggest checking with the manufacturer of the fluid to make sure they say it's compatible with the Tremec unit.

"FFL-4" is what you're looking for regarding C8 DCT fluid compatibility.
Regarding liters vs quarts - step 7 of the track fill procedure in the 2020 Service Manual that I have says "7. Add 2 liters of transmission fluid." This is done through the top fill port, and it is done after a level check is completed using the normal side fill port.
That same manual says the normal fill is 11 liters (11.62 quarts) and the track fill is 13 liters or 13.62 quarts.
Of course, these would be true regardless of whether the bottles were 1 liter or 1 quart. And as a practical matter, folks are reporting their drain and fill experience is never an exact number of bottles because the transmission is never completely drained.
I do not know if the redesigned die 3 case (and pan) use exactly the same fill.
