Do dealers need allocation to order Mag Ride Control
I ordered mag ride on my car but when it showed up it didn't have it on it. I was told the factory does not build to order all the time if parts are constrained. They made Z06's when mine was getting made?
Another dealer told me you have to have an allocation for Z06, Z51, and mag ride control and that my dealer just ordered my car without it. Which is interesting since the salesguy tried to talk me out of it.

It depends on if MSRC was under constraint when your car was ordered. But your sales person should have given you the option of proceeding with the order without MSRC or skipping the allocation and wait until MSRC goes off constraint. It sounds like your salesman just wanted to make a sale and hoped you would accept your car without MSRC if MSRC was on constraint when your allocation came up.

Also, they can print out the order as submitted through Workbench which proves they ordered it with or ( in your case ) without.

I have seen dozens of C8s on the Corvette build website with Mag Ride and no Z51 option, an allocation has nothing to do with it. Either the dealer didn't order the option, or the Mag Ride was in constraint, and if so the dealer possibly deleted it to get the car built.
Aside from that, the effects of the Mag Ride is overstated, IMO, from my experience with 3 cars equipped with it. Perhaps you should be thankful.

Find a different dealer.

Direct answer is yes, there are allocations for every option that the dealers need to deal with.
Indirect answer is the dealer F'd up, or is outright playing you. If they told you they ordered your specific car, but it did not come as you ordered, there are only two possibilities.
1) They could not order some specific options on your car, but used an allocation anyway hoping that you or someone else will buy the car
2) They are absolute idiots to miss something so major in your order
Is this a small dealer with limited allocations?

tbh this dealer needs to be called out.. so future corvette owners don't experience this garbage

As mentioned
They cannot hide or lie about what is recorded in Workbench and will prove what was submitted from the dealer.
Case in point: They couldn’t figure out why my order wouldn’t accept input for the personalized plaque I ordered. After combing through the Workbench printout, I realized they accidentally put in the code for chrome badging. They were able to correct it. No foul.

As others have pointed out. When you ordered the car you should have received a copy of the workbench order from your dealer. Mine sent it to me as soon as the order went in and again later. They should have told you what was constrained prior to order as the dealer has a list of this; so your order will go through easier without constrained items. When you are spending this kind of money for a car, and its not the way you configured it; you should look for another one or order from a different dealer imo. This is not like ordering a $10 sandwich and they forgot a condiment. I hope it all works out for you and you get the car your mind is set on.

Yes I should have walked away. After waiting for the Z06 to come out and then waiting for the market to normalize (over 2 years) I gave up on a Z06 and then told the dealer I just want a Z51. This was July and they said wait for 24's and you can have the 1st allocation.
So when November came around and the car was sitting there waiting for me to drive it away, I lacked the patience to get in line again for another car.
While I don't plan on tracking this car (I have an 06' Z06 track car) I did want the option by having mag ride. I had it on my 19' Z06 and it was something I needed to help bridge the gap between the Z51 and Z06.

No. Allocations are based on models. Options can be limited by constraints. You then will have to decide if you want to pass your allocation or change the option. Typical allocations are base Stingray, Z51 Stingray, Z06, or eRay.
