If the DCT filter had never been removed before the bolt threads could have been cross threaded from the factory.
If the filter had been replaced before the last tech could have cross threaded the bolt or not chased the threads causing the bolt to bind during installation. Either way he might not have known as the torque wrench will give you a reading even if the bolt isn't seated. This is the reason for chasing the threads.
As a note, taps are used to cut threads and thread chasers clean up threads. If a thread is deformed a tap will remove the deformed section. A thread chaser will clean the old thread locker from threads and form bad threads back into place.
Not many of us have real thread chasers so, as mentioned above, running clean bolt (without thread locker on it) through the threads is a workaround for not having a proper thread chaser.

They can hire people who actually want to learn how to work on vehicles and give them the proper training to do a good job. Seems like most of the service people I've come across work as though your car is the first one they've ever seen. Sorry, no excuse for stupid mistakes.

Burning Brakes
I learned 50 years ago not to pull a torque wrench out for bolts 1/4" dia or less 99% of the time and only then if it's a beam style about 6" long.
I trust my fingers/wrist and I haven't needed an easy out for something I did since. Of course there is a learning curve for beginners.
IMO The worst place for a torque wrench is on valve covers/engine oil pans/transmission oil pans or anything with a thick gasket under it.
