You're donating $1k to NCM for their handling, prep, paperwork, and entire process. The transport is between GM and Jack Cooper, and set as a flat fee regardless of where your vehicles goes.

Would be nice but they'll probably never do that. It's the same whether they deliver them 10 miles or 2,000 miles. The $995 your paying is not for them to bring it over from the plant. It's for the museum delivery experience. Most people spend 3 to 4 hours there with all that's included below.
The Delivery: The customer arrives at the NCM with up to three additional guests of age 13 and up, total (4) and is welcomed with signs commemorating the event. A personal, special VIP guided tour of the NCM is conducted where they will see their Corvette on display. Next, a member of the NCM Delivery Team provides a quality orientation followed by a thorough delivery presentation of their new vehicle. A unique gold decal is placed on the inside of the drivers’ door jamb to signify the importance of this memorable occasion. Customers also receive a personalized interior dash plaque, personalized wall plaque and an individual photograph in front of the Museum – weather permitting. Additionally, customers have the opportunity to purchase exclusive merchandise showcasing the “R8C Museum Delivery” logo, bricks in a special commemorative section, and build sheets/window stickers if available, during the program presentation. Deliveries can also be viewed world-wide via our live webcams.

Plant Tours: Museum Delivery customers may also have the opportunity to visit the Bowling Green Assembly Plant where their car was built. However, due to the plant’s production schedule, there could be select dates that are not available.

Every car pays the same delivery fee due to Federal Law.

If they didn't, dealers and people living closer to the factory would have an unfair price reduction.

I had my 1996 Corvette delivered to the NCM. I was the 30th person in the program. Fee was less than $100 as I recall and my car was actually in the muesum on display as there was no annex.

And if you think GM isn't taking a cut of the $1k for NCM I'm sure you'd be mistaken as well. My guess is NCM only gets about $600 of that, maybe less

It is a federal law that transportation expense be listed on the sticker (Monroney Label). It is not a federal law that it be equalized. This was a negotiated item between the dealers and the manufacturers several decades ago.

There are several Chevrolet dealers within a short distance of the Museum. This includes one in Bowling Green, Campbell Chevrolet, that is about 3 miles from the museum. If the Museum involved no freight, how do you treat them? This is the exact reason why freight equalization happened because dealers located in the vicinity of the factory were selling cars to people from all over because of the freight savings.

Having done several Museum deliveries, that experience has absolutely nothing to do with trying to save money.

In 1974, I bought a new Firebird. I asked my dealer if I could go to the plant and drive it home. He said I couldn't, but even If I could, I would still have to pay the destination charge. He said I could thank the teamsters union for that.

There is no way around the $1395 delivery fee. I agree that it does not seem fair to those that live close to the BG plant, that they pay the same as me on the west coast.
If it was a rate based on distance to BG, I would have to pay a lot more, so I won't complain about $1395.

An additional $1000 for museum delivery? I hear it is worth it, but I am saving my $ for a new set of wheels.

Is there NOTHING that Corvette owners (or almost owners) can’t whine about?

Perhaps GM should pay your travel expenses to pick up the car. That would make sense for your inconvenience of not just picking the car up from your selling dealership.
