Maybe they'll play the tenths of a second game and it will magically do 0-60 0.1 second faster than the previous model year!
With 418 ft/lb of torque. C8 still has more torque that's available in a wider rpm range. HP is meaningless if not combined with torque.

The spy pics clearly show Euro market headlights/tail lights which suggests this is specifically for EU recertification likely due to new 2024 EU requirements, not more power. A USDM C8 with test pipes would change my mind.

On the other hand they could be testing a horsepower decrease to meet various government regulations ie California emissions. Anytime a production engine is changed it has to be recertified.
