You should be able to order them yourself, and take them to a dealer for mount and balance. I've done that on occasion, but more often, I purchase a dedicated set of all-seasons for winter use that arrive mounted and balanced and swap them back and forth myself.
I doubt most dealers are willing to order non-GM parts.
