It's a rocker panel, probably got beat on by a ratchet strap. It just unbolts, they aren't even suggesting repairing it, but replacing it. I would just have them just replace the rocker and get the car you really want and ordered. Won't be long it will have stone chips anyway.
OP can you post a better pic of where this is? Is it under the car? If so, I’d have them do a spot repair and get a discount. If you can see it without laying on the ground I’d take the other one with natural interior.

Let them fix it... And for the extra 2 weeks it takes for them to get the part and paint it... Maybe they throw in some freebies for you. Free splash guards, premium mats, a quartz coating, etc etc.
Being 40 minutes away, free oil changes are not really cost effective for you to take 3 hours out of your life to get an oil change... But perhaps some of those?
Things that barely eat into the 10k profit they made on the car but at the same time makes you mildly happier.

Too clarify, is the new panel factory painted or dealer painted and is the panel an easy bolt on, unlike previous generations?
I would have no problem taking a factory painted panel.
Mark sent a factory painted front fascia for my '17 Z06 that had the flaking paint defect. The color was Watkins Glen Gray.

I’m sorry to hear about the damage to your car. I read the above ideas given and one I did not read was swapping the damaged part with the undamaged LBR in the showroom. If it is simply bolted on, it should be a simple exchange. If it is glued on as mentioned above I’m sure they will not do it and I would not expect them to. It is more under the car than on the side, so I would have it fixed and painted if they are not able to swap out the part. But I would try to get some freebies for the inconvenience. The worst they could say was no. Good Luck and let us know what happens.

It is a glue on panel, but it is the whole lower rocker panel. I will keep it and enjoy it the only question is how long will it take GM to send the panel. Yes you can see it from the side of the car and I didn't feel and scrapes further in.

Happens all the time. My last dealer I tried to buy a Vette from said it happens to a pretty good % of the cars they have. And no, they do not report it anywhere.

I have never heard of the plant painting a part and sending it to the dealer before. That's pretty cool, wonder why they didn't just say order the part and paint it in the body shop at the dealership. Your way is WAY better, just don't know what strings got pulled to make it happen.

To answer one question GM will not allow me to take possession of the car until its fixed. But I now have a phone number to call GM . I want to make sure the panel is Fedex'd overnight and not spend a week on a truck getting to the dealer. More information to follow I'm sure.

My C7 got its front splitter scraped on the underside during offloading at the dealer. The dealer called me and asked me if I wanted to keep the car or order another. Since I was one of the first 2014's (VIN 1818) I asked for the dealer's opinion. The scrape was very minor and they repainted it at my convenience. Since then, I have scraped the same spoiler multiple times on my driveway, and other places as well. You have to get underneath the car to see it and although I am fanatical about caring for my car the scape does not bother me.
IMO have them fix it and you'll forget about it soon enough. It will never show up on an accident report. Damage happens all the time during shipping.

You all saying “just fix it” have no clue how big the rocker is and how much of a repair it is. It’s not a separate side skirt. Entire left side of car and bumpers have to come off. Rocker has to be chiseled off the car. New part painted and glued on just right to ensure all the panels line up. If it’s off at all all the gaps are wrong. Then you have to hope none of the other panels are damaged lying around the body shop.

my rocker panel was fixed (not replaced) and repainted, perfect job. Can't see any repair!
if it were in a different area where the paint would have to be feathered out to match, I would have rejected the vehicle.
