All parts for the C8, including the 3LT air bag cover, will be available at the Parts Counter at your local Chevy dealership, eventually.

Some parts are already available. I had yellow seatbelts installed this week.

Consider buying one from a custom aftermarket vendor. The same guys who sell custom steering wheels usually include horn pad/air bag modules. With them, you could custom order/design it yourself. Likely a core charge deal where they send the new part, you install, and return your take off to get credit for the core deposit.

Whatever it costs I plan to grab one soon as I can. To me it's the single differentiation requirement between 2 & 3 LT. Everything else I can live without.

3LT headliner and horn pad would be nice upgrades. But I would like to see what the aftermarket comes up with on the steering wheel first.

It's going to run you $750-$830. The "pad" is not sold separately, its the whole driver's airbag assembly.
