I think I will try to file a police report. It's a good idea in case some jurisdiction he went through has traffic cams. It could be a joyriding charge. They have authority to test drive the car but for over two and a half hours. They certainly do not have authority to drive 114 MPH. He is almost always over the speed limit 10 to 15 MPH and there are at least four incidents were he runs it up over 90. Certainly acting outside his scope of employment.

Don’t give up
I would also post this incident to the BBB, I would put it on the Internet as a yelp and Google review of the dealership and I would provide any still packs are small video clips to back up my claims. I would also contact the police and used to record a date and time which would coincide with when your car was in for service. Give them hell

Also one other suggestion, I would send a copy of the video as well as a copy of the letter you sent Mary P without response to Mark Reuss he is an avid car guy and longtime GM person, he loves Corvettes, you might have better luck giving him a shout, send it FedEx overnight signature required

Man, as a corvette brother, I'm really sorry to see you having to deal with this. I would be friggen livid if this happened to me. Just do what you have to do, lots of great ideas here, and it will work out for you. You have a lot of honest people here pushing for you. And it does a service to all of us to know that this can happen, and to be VERY careful who we choose to service our vettes.

when you go to the police station, if by chance, the cop or detective play lazy and say there is nothing they can do... strongly re-iterate that the tech WILL confess to the crime, as the dealer manager will not allow the dealer to be blamed and the tech will confess or he will lose his job.
Sometimes people's minds dont work so great, and they base their thoughts off of previous circumstances that are not apples to apples with this one. Im 99% sure that tech will confess, the key is to approach the manager with the cop first and say, "Someone is getting a ticket, or we are going to get warrants and have a very thorough investigation, so which is it going to be?"
The manager will throw the tech under the bus in a heartbeat.
Tech will be under pressure now of "do i counter my manager and say i need a lawyer and remain silent, and put the dealership in hot water with warrants etc and lose my job probably as a result? or do i just confess and take the ticket and hopefully move on and keep my job?"
I bet he chooses the later option.

Glad you filed a report. This scumbag deserves to lose his job and have his feet held to the fire for what he did.

This is OKC. Can you share the dealership name? Also, how about KFOR In Your Corner?
