Default Xpel, does it mitigate Orange Peel?

Also, regarding ground effects, should they be removed before wrapping?

It has magnified the OP on my 911 Turbo, making me somewhat regret spending $2k on the front end kit for that car.
So no, it won't get rid of OP and cars that have it will still have it after the clear bra/xpel install.

Clear bras like Xpel have orange peel themselves so it only makes things worse in most cases. But, at least you can blame the clear bras for the OP instead of your paint job.

The OP on my '12 Carrera GTS is very minimal, but maybe that's because I have a non-metallic color? I was quite pleased to see a pretty smooth paint surface when I first inspected the car, and afterwards, since I've been detailing it for the past couple of years.

Of course. Because not only is the paint on your old 997 better than that on the 991 911's, but the interior is far superior as well. Apparently it's not only Chevrolet that made the old cars better than the new ones.

I have 3m's newest clear bra and it has no orange peel and my Z06
as a whole has very very small amount.

Most installers would prefer to wrap the aero components on the car as it is easier to stretch the film that way. Or so I've been told.
