It does not look like the front tire extends past the edge of the fender without the lip, at the top of the arch. It may be possible for those that don't like the Gurney Lips to remove them without the tires sticking out.

It looks like the Gurney lips are on this car. They are just camouflaged.

But it doesn't have the clear wickerbill (I think GM invented that word) on the back spoiler.

No, "wicker bill" has been around a long time. Probably invented by somebody who was not a Dan Gurney fan, since he generally gets credit for the design which is also called "Gurney flap".

Looks like the middle aero package (smaller winglets, no wickerbill, standard brakes, pilot SS tires).

The guy driving it said it was a "Z07" and pointed at the carbon ceramic brakes.
But you might very well be right, they could be testing all kinds of configurations for the sake of data gathering.

Yuma has a lot of chit, I was surprised as well on the way to San Diego. Pretty sure GM has some proving grounds there.
