anyone know of a dealer that can put in a order for a new Z06 on the East coast ?

Dealers aren't taking orders for a car that hasn't been revealed to the public yet.
You can check with some of the forum dealers to see if they're taking refundable deposits for a place in line order one...but will likely be behind many of us who have already done so.

I have deposits at 2 places in the Atlanta area, the second one in case my first choice doesn't get the allocation numbers.

I live in Atlanta but I went with Mike Furman at Criswell this time and Wes Milby at Reliable before. Tried to go local before but couldn't get a good time line or had to wait on allocation.
