What would be the best exhaust mod for California ?

Do you mean for California Emissions?
or
Do you mean what's the new "Fad" in California?

In CA on a new car you are safe from smog for 6 years so i would keep the stock mufflers and do american racing headers with cats. you can order the headers without cats and buy the kooks 300 cell green cats if you want to run a little cleaner.

You can buy it out of state (like with a NCM delivery) and be "safe" for the 6 years as long as you bought a California emissions legal car and had it registered/licensed in California prior to bringing it into the state. Any other non-California certified car requires a "emissions compliance certification" (smog test) to become licensed.

A cat-back system that is less than 95 dbA should be okay in California.

A cat-back system is the mufflers and X-pipe with the aftermarket systems usually in stainless steel

Nope, not the slightest clue. Trying to help you out.

In VA, they are not as strict on emissions but cops do hand out modified exhaust tickets so I'm sticking with ARH LT's with the stock NPP.
