Mine are 'iffy' as well. Sometimes they feel like they are really working and sometimes I have to look to see if I even turned them on. My first Stingray with the suede inserts and vented seats seemed to work waaayyyy better than the ones in the new Z

Maybe it is hit of miss? But I live in the Florida Inferno and they both work great on both seats. I do nothing special, just turn them on. Leave the AC in Auto. I can definitely tell they are running as you can hear the fan moving air and they are very effective. Black interior so it would be hotter than hell without them when the car sits in the sun.
Maybe it has to do with how high the seats are adjusted?

cool seats
First, get out your powerful vacuum and suck out any dust or debris, which may be in the pin holes in the seats. It seems to help the airflow.
I keep my car in Southern California, where it's always hot.
I put on the AC with all the air flow all going to the floor. That is to cool off the cabin lower part. Then I turn off the AC and just use vent. That keeps the air relatively cool for a long time as long as I keep moving. If I get into stop and go, I just turn the AC back on again for a bit. It works!
I also do this when the top is off my coupe.

I was hoping there was a quick fix to the problem.
I try to avoid service work at the dealer, one of my last Corvettes went in for an air conditioning charge and I ended up getting a good news/bad news phone call. Good news, A/C fixed, bad news we backed a truck into the front of your Corvette and now needs body work!!

I didn't have any complaints before hand. Now, when the passenger seat is empty, I can hear the seat if it's on high. Wife says it works better. I think it's the same on my side.

Checked paperwork. Says open recall #37030
States : technician programmed BCM in the vehicle as per recall instructions.
The billing # was: 9102177.

There is a software recall. Perform Recall 37030 Heat and Vent seats. Found this out when I went in to get the software update so I can use my android phone through the information center

I have a similar problem and here is what you do to verify if it works. Turn everything off in the car so it is very quiet inside. Then turn on the heat ventilation and you should hear the blower start under the seat. The three speeds allow you to hear a slower running fan.
My problem is that when the blower starts, it revs up to a high speed, and then right away slows down to about 1/2 the noise level while my passenger seat stays at top speed when the 3 bars are lit on the switch. Not my driver seat however, so I may have to take it in. Just listen in a quiet car and you hear it working - if it is working

This does have a bearing, as most set the seat as close to the floor and limit the amount of space for circulation.
As many stated, it helps to direct the AC to the floor, either exclusively or bi-level.
They are subtle but effective - I do feel it when I turn it on, but after a short while I no longer notice. However, my back and butt don't sweat as with non-vented leather seats.
Lastly, you can also test using a paper towel or sheet... Place it on the seat bottom and turn the fan on and you should see it rise a little from the flow.
