Because none of their performance numbers (0-60, skid pad, braking, etc.) would be valid with the all-season tires and then people that bought the all-season option would sue Chevy for false claims.

You want different tires than the ones on the car, you buy new ones. Sell the others.

As Zymurgy stated. I doubt that Chevy would test the car with all season tires for 0-60, cornering and breaking, although the cornering and breaking would be a valid test for winter driving.
The biggest factor, I believe is, that they are building a high performance sports car. I don't recall seeing Porsche, Alfa Romeo, nor Lambo offering all season tires, pretty much for the same reason that Chevy doesn't. They are building Summer fun cars.
If you really want to drive your C7 in poor weather just anti up for some good all season tires and enjoy your Corvette this winter.
The stock tires are OK in cooler weather if you don't stick your foot into it, and the car has a weather mode to help you in the event of inclement weather. I drive mine year round, but we don't get the extended days of cold weather that old man winter dumps on you guys from the north.
I guess that this is a grin and bare it purchase. Sorry that I don't have the definitive answer that GM would provide, but maybe you could put it up for the Ask Tadge question of the month. I would be interested in reading what he has to say about that.

Tire rack.com has some great charts and ratings for all types of tires whether they are All Season, Summer High Performance, Winter etc.
The charts are easy to read and provide comparisons on many premium tire brands.
I would suggest that anyone considering an alternative to the OEM Michelin's on the C7's should spend some time reviewing the data.
It will be very helpful in making a decision of what types of tires might be purchased.

If you can wait just a little bit longer Michelin will be offering an all season run flat for the Corvette sometime around March. The tires that come stock with the car have a special sidewall design for the track. The inner sidewall is more flexible than the outer sidewall. I saw this demonstrated at Spring Mountain last month. This design dramatically impacts the cornering ability of the car. I also plan on getting a "winter" set of tires because November to March is just too long for me too!

Last time I lived "Up North" (30 yrs ago in CT) put on a set of 4 tires made in Sweden that worked on ice at a lower temp than other winter tires but needed to come off in warm weather! They replaced the 14 inch Pirelli P7's and custom wheels I stuffed under my Dodge Colt Turbo when winter approached. No compromises.
Often bought "snow tires" for my cars, some with studs, that came off when the weather got warmer!
Ferrari gives you the option of Pirelli SottoZero "Winter Only" tires when you buy an FF!
