I own a 2015 3LT Stingray and wonder how effective the security system is at preventing thefts of C7s.

Does anyone know of any C7 thefts?

My Z51/3LT has the black painted aluminum wheels.

Should I have received wheel locks with the car or do I have to
purchase them separately?

No idea of how many C7's have been stolen, I would guess not too many or you would have heard about it here on the forum.
As for wheel locks they do not come with the car.

You can buy a universal wheel lock remover found on ebay for $20. This information was posted on these forums earlier this month.
I'm seriously thinking of removing the locks from our Highlander and our Lexus as any serious thief already has the defeat device.
