If they are not re-treads what are they? Blown out tires?

Large truck tires are made by "wrapping" a thick tread around the casing, which is similar to how a retread is made. That's what comes off and you see in the road, which is the result of too much heat in the tire, usually from low air pressure. Retreads used to be common on large trucks, but aren't used much any more.

Sorry about the damage, but looks like you patched it back together very well - can't tell it was ever broken.

I cracked my ACS Spitter this morning.. Do you guys think this would be easily repairable ? I was thinking of taking the car to a local body shop.. Thoughts on repair ? or tips

Its fibergalss, of corse it can be repaired, believe it or not, a marine shop may be better than a body shop, start looking....figure 2-300 bucks, id guess...

Yeah, the clear resin CF looks absolutely fantastic, however if you do break it and repair it, you'd have to paint it to look good and so why not just go painted and not worry so much and save a bunch of money.

With my ZR1 I hated having to be in traffic with someone close in front so that i couldn't get a clear view a few hundred feet down the road so I had some chance of avoiding debris.

To original poster, without the splitter there to absorb the impact, the lower front fascia would have taken a wallop from the tread remnant. So for people that think splitters aren't worthwhile on a street car, they do provide a 'frangible' fairly easy to repair or replace part on the front of the car.

you guys that want to order carbon fiber read this about 10 times, crack it up and it cannot be replaced to look good easily...get the carbon flash, it's gonna end up looking like that after the repair anyway...
